Doing high repetitons of a weight around 50% of your 1 rep max, for example 3 sets of 15 for bicep curls will make you more toned and tight rather then heavy strength training to pack on the muscle. And also doing cardio to get your body fat % down will help to make you look more toned. Hope this helps!

The last answer you got is completely wrong-its one of the biggest myths about weightraining-that high reps give tone and heavy reps give bulk-When you think of being toned you think of the guys on the front of menshealth and let me tell you these guys lift heavy-you see what being toned actually is ,is being lean and this has much more to do with your diet then your training plan-for intensive purposes a guy thats wants to build mass or getted toned wont have very different training plans and the there diet is very similar the main differnce is the AMOUNT of food one eats
